Obituary

Zandra J. Ruegsegger, age 65, passed away on Tuesday, December 23, 2025. She was born on December 3, 1960, to Ernest and Pamela "Pam" (Wolff) Ruegsegger. Zandra graduated from LaFollette High School in 1979. At the age of nine, it was discovered that Zandra had lost her hearing, a moment that changed her life, but she learned to navigate the world in new ways, developing a remarkable resilience. She lived alongside her deaf friends forming a close-knit family, communicating with ease, laughter, and care. In Zandra's youth, she attended Wisconsin Lions Camp for the Deaf or Hard of Hearing. In her free time, she enjoyed paint by number playing solitaire, putting puzzles together, and gambling at Ho Chung.

Zandra is survived by her mother, Pamela Fisher; siblings, Ernest Ruegsegger and Becky Ugwuanna and step-siblings, Donna Fisher, Dianne Hanley, David (Sandra) Fisher, Darlene. She has also left behind two friends, Roger Sheskey and Brent Lamb who loved her and did everything to help her.

She is preceded in death by her father, Ernest Ruegsegger; and sister Cheryl Arnett.

In lieu of flowers donations can be made to Madison Humane Society.

A Celebration of Life for Zandra will be held from 1-4 p.m. on Sunday, January 18, 2026, at the Goodman Center, 149 Waubesa Street, where a prayer service will begin at 1:30.

Im so sorry to hear of Zandys passing, ill always remember her as the little girl I babysat and how she always let me brush her hair. Rest in peace, Zandy 🙏.

I'm sorry for your loss. I didn't know Zandy, but I remember seeing her in high school. My brother Brian was also deaf.
